Affairs (UIA) as "a community that prepares and develops special state officers dedicated to the independence, national security, defense, and internal security of their country."

✅ He emphasized that the establishment of justice in Mongolia begins with the preparation of skilled, knowledgeable, and ethical officers at all levels for organizations responsible for ensuring domestic and foreign security and the peaceful life of citizens, including the police, domestic troops, border protection, court decision enforcement, forensics, and emergency management.

✅ Minister S.Amarsaikhan reported that, within the framework of the 2024-2028 Government Action Plan to improve the learning environment, 5.4 billion MNT has been allocated in the 2026 state budget to begin the construction of a new building for the School of Border Service, with work already underway.

✅ Furthermore, in cooperation with the IDP IELTS testing center, an international-standard IELTS examination hall has been established at the university’s Foreign Language Institute. The Minister also highlighted the start of AI-based online English language training in partnership with the British company EF Efekta, providing tailored lessons for UIA students and staff.

✅ Minister S.Amarsaikhan noted that major policy changes are being implemented in the justice and home affairs sector to respond to legal reforms, the digitalization of public services, and new challenges in cybersecurity. Specifically, the government is working to eliminate regulations that are inconsistent with human rights or exceed legal authority, aiming to shift law enforcement and judicial execution into a more effective and just system.

✅ As crime patterns evolve in the digital age—particularly with the serious rise of cyber fraud—the Minister stated that the activities of cybercrime units are being expanded to better protect citizens' rights and property. "The role of the University of Internal Affairs in preparing specialized personnel is more important than ever to successfully implement these policy reforms and technological advancements," he stressed.

✅ Addressing the university leadership, the Minister noted it is time to drastically improve the link between theory and practice and to increase the quality and efficiency of internships and training. He emphasized that in training cadets, students, and non-commissioned officers, special attention must be paid to moral development alongside professional skills that meet the demands of employer agencies.

✅ He instructed the university to bring its training facilities up to international standards and to integrate modern programs into the curriculum, such as AI-based technological solutions and drone (UAV) piloting. Additionally, he urged the university to expand its foreign relations beyond the current limited scope, collaborating with highly developed countries to provide faculty and students with continuous opportunities for professional development and exchange programs. He highlighted the need to build capacity in detecting and stopping global threats such as cybercrime and drug trafficking.

✅ At the conclusion of his speech, the Minister called upon teachers and researchers to intensify scientific research focused on crime prevention and the evidence-based determination of the causes and conditions of crime. He emphasized that faculty must be proactive and responsible in increasing the practical application and impact of their research, pledging the full support of the Ministry of Justice and Home Affairs in these endeavors.
