✅ In the framework of the 10th General Assembly Annual Meeting (GAAM) of the Association of Police Training Institutions in Asia (APTA), an international academic conference titled "Quality Assessment and Trends in Police Training" was held today, July 23, 2026.

 

✅ The opening ceremony featured remarks from Mr. S. Amarsaikhan, Member of the Parliament and Minister of Justice and Home Affairs of Mongolia; Major General Kim Ki-jong, Acting President of APTA and representative of the Korean National Police University; and Brigadier General T. Sukhbold (Ph.D., Professor), President of the University of Internal Affairs of Mongolia and Vice President of APTA. They wished success to the representatives and speakers from member organizations.

✅ The conference was attended by 38 representatives, scholars, and researchers from 14 member institutions across 9 countries.

✅ APTA is a prestigious and influential regional professional association that unites 35 institutes from 19 Asian countries and 4 international organizations to develop cooperation in law enforcement education, training, and research. During the 9th General Assembly, the Academic Committee and the Publication Committee were established.

✅ The University of Internal Affairs of Mongolia joined the association in 2015 and has since actively participated in annual activities such as the General Assembly (GAAM), International Academic Conferences, the Police Academy Student Festival in Asia (PASFA), student research conferences, and working group meetings. Currently, the University chairs the Academic Committee, and its President serves as the Vice President of APTA.

✅ Minister of Justice and Home Affairs, S. Amarsaikhan, stated:

"Hosting the 10th APTA General Assembly Annual Meeting and this international conference in Mongolia is a significant event for our country's law enforcement foreign relations and cooperation. Today, transnational organized crime, cyberattacks, digital fraud, and crimes based on new technologies are becoming increasingly sophisticated and borderless. In this environment, there is a growing need to prepare police officers who are not only professionally skilled but also ethical, respectful of human rights, tech-savvy, and capable of making correct decisions in new conditions. This conference is particularly important as it discusses pressing issues such as quality assurance in police training, competency-based assessment, international cooperation, community-based policing, and the use of digital technology."

✅ Valuable presentations and discussions were held during the conference, including:

Vietnam: "Experiences in Combating Transnational Crime."
UNODC: "Training Standards for Digital Evidence."
South Korea: "Experiences in Community-Based Policing."
Indonesia and Mongolia: "Quality Assurance in Police Training and Methodologies for Training the New Generation of Officers."
✅ Brigadier General T. Sukhbold, President of the University of Internal Affairs and Vice President of APTA, urged for further expansion of cooperation, focusing on:

Jointly developing police training curricula in line with international standards;
Implementing joint training and research in cybercrime, artificial intelligence, and digital evidence;
Collaborating on the development of digital training platforms and integrated e-learning environments for member countries;
Strengthening academic networks and cooperation among young researchers and teachers.
He emphasized that quality education is the foundation for the bright future of law enforcement agencies and that cooperation serves as a bridge of trust to build that future together.
