Welcoming Speech Respected delegates of APTA Member Institutions and Dialogue Partners, and distinguished guests, good morning and welcome. It is my great pleasure to welcome you to the 10th General Assembly Annual Meeting of APTA. First of all, I would like to express my deep appreciation to the University of Internal Affairs of Mongolia and President Sukhbold Tumurbaatar for their generous efforts and support in hosting this General Assembly.

 

Thanks to the warm hospitality and thoughtful arrangements of the University of Internal Affairs of Mongolia, we are able to gather here today for this meaningful occasion. Since its establishment in 2017, APTA has steadily grown through the dedication and cooperation of its Member Institutions. Under the vision of “Shared Growth through Cooperation,” we have expanded cooperation in police education, training, research, and vairous exchanges.

Even during the difficult years of the pandemic, APTA continued its cooperation and developed into a more stable and future-oriented platform. Distinguished delegates, Today’s 10th General Assembly is an important opportunity to review our achievements and discuss the future direction of APTA. It is my pleasure to welcome the People’s Security Academy of Viet Nam which will be the 36th member of APTA. I sincerely welcome the delegation of the People’s Security Academy of Viet Nam. We will also review the progress of the APTA Strategy and Roadmap for 2024 to 2028 through the report by the APTA Secretariat.

This General Assembly will also include presentations on the roadmaps of the Academic Committee and the Publication Committee. I hope these two committees will become an important foundation for academic exchange, joint research, and publication activities among Member Institutions. In addition, Member Institutions will give presentations on their training goals and development. Through this session, I hope we can share each institution’s experience and strengths, and find new opportunities for cooperation. Lastly, we will also select the venues for the 2028 GAAM and PASFA, and hear a presentation by the Philippine National Police Academy on preparations for the 11th GAAM.

These agenda items show that APTA continues to develop as a member-driven association. Distinguished delegates, Today, the policing environment is becoming more complex, and transnational crime and new security threats continue to increase. In this era, the role of police training institutions is more important than ever. We are responsible not only for educating today’s police officers, but also for preparing future police leaders.

APTA is a valuable platform where we share this responsibility, as well as our knowledge and experience. I hope APTA will continue to strengthen practical cooperation and friendship among Member Institutions. I also hope that this 10th General Assembly will become an important milestone for APTA’s next stage of development. Once again, I would like to express my sincere appreciation to all delegates and distinguished guests for your participation.
